The whole topic is pointless imo...

These cl_maxpackets settings are used to optimize the connection between the internet connection and the pc itself.
If you would like to force people using maxpackets 100, you would cause completely the opposite that you want to! There wouldn't be any optimized setting, therefore it would decrease lot of players skill, not even talking about the missed shots, that would have been "in" with the optimized settings.

In the Q3 engine, for the fps you should use 1000/N, then the counter "sticks" on that fps. If you set anything else, it will go for the nearest 1000/N value, and will cause some kind of lag.

For maxpackets you should use com_maxfps/N value, so that it will be optimized aswell, so for example: 250/62,5=4

Also there are some useful commands, like cl_packetdup, snaps, etc...

With cl_packetdup you can set whether or not you want to duplicate packets. I would say it's supposed to be enabled. The value should be tested, each player should check their lagometer, if they are willing to optimze it... Personally i use it on 2.

Snaps should be set to the value of sv_fps, which (at least in cod1) can be checked with pb_cvarval sv_fps command.

So my point would be that in case you want to force any value for these commands, then force the optimized ones, or just leave it how it is now. If players are willing to read a lot, and invest a lot of time into optimizing their own config for their own computer (usually dloaded configs aren't that good, as they are optimized for different PCs), then let them enjoy that little bit advantage.

It's impossible that you cannot kill someone because he is using the optimized settings. You can't kill him, because you got used to the laggy mode, and most likely you haven't optimized your settings. So the problem is "around" you, and not in the guy, who optimized his config.

If you want a really competitive mode, then go back to maxfps 85 (it will stick at 91) and maxpackets 85.
It will be optimized, and i guess 90% of the cod2 community can reach this fps value fix.
But then the connection differences will come, as the guy with the lower ping will have advantage...

Conclusion: For really competitive gaming you should go to LAN.
