BCSL Premier Season II
Rules


  1. General

    1. The Bosnian Counter-Strike League (BCSL) is an online tournament for Bosnian teams only.
    2. Playing with non-Bosnian players in BCSL is allowed but during a match 60% or higher of a clans players have to be Bosnians at all times.
    3. Clans are selected for BCSL participation based on their stability (i.e. the ability to complete leagues) and their strength as proven by official match results (or the results of their players in other clans). Practice results are irrelevant. Unproven clans will only be considered if their players have completed competitions with top clans before.
    4. Players who violate the rules may be given a card. In serious cases the Supervisors may consult with the ClanBase Crew and a decision to impose a temporary or permanent ban from all ClanBase competitions may be taken. A clan can be given 3 types of card:
      • Yellow card : This card is given out for small rule violations. When a yellow card is given in some cases a match can be re-played. Other then that this card mostly is a warning. A second yellow card is to be considered as one red card.
      • Red card : The match in which a team has received this card will be changed into a forfeit loss. In some cases this card is handed out together with one or more player bans. A second red card falls in the category 'Two red cards' below.
      • Two red cards: A team that has been given two red cards will be kicked from the cup. In some cases a second red card is handed out together with player and/or an entire clan ban(s) for 1 or more seasons.
      Only 1 card can be given for each match. In case of several violations only the most severe card will be handed out. However, all extra punishments for each of the rule that was violated are still applied. When a player is given a red card all previous given yellow cards are removed.
    5. Abusive behaviour towards Supervisor, Referee or opponent, at any time during the cup season, can be punished by the Supervisor. Sanction:. If the abuse is severe a Supervisor can also punish the team or player with a temporary or permanent removal from the cup.
    6. The Clanleader is responsible for his own members knowing and following the rules.
    7. BCSL reserves the right to broadcast every match. This can be done with online game broadcast tools for spectating purposes. The recording of such broadcasts can't be refused by the players. In many cases ClanBase will allow or ask third parties to broadcast the matches. Spectators may never be charged.



  2. Tournament Layout

    1. Every team will play against each opponent in the league, playing one game per week.
    2. Four highest ranked clans will proceed to the playoff and will play a knockout until the final game.



  3. Supervisors

    1. The cup is supervised by Cup Supervisors who are responsible for enforcing the rules, scheduling matches that aren't scheduled on time by the clans, and recruiting and coaching Referees and Writers. For any problems, contact the Cup Supervisors on the cup's IRC channel or through the e-mail address linked below the menu on the of this cup.
    2. If several Referees are signed up the Cup Supervisor(s) decides who will referee the match.



  4. Referees

    1. A Referee is someone who helps BCSL organizers during cups. He is not a part of the organizing crew. Referees are able to enter matchreports and matchresults for cup matches. Outside this cup they are regular ClanBase users. Referees who abuse their position may be removed from the Referee lists.
    2. Referees are appointed by the Cup Supervisor. If you want to become a Referee, use the link in the cup menu and sign up there. You will also be required to supply further information such as evidence of your experience.
    3. A Referee makes sure the match is played according to the rules, takes screenshots, enters match results and makes match reports (with screenshots) on cup page.
    4. Clans may refuse a Referee for the following reasons:
      • The clan of the Referee is playing in the same group.
      • The Referee's clan is a likely playoff candidate.
      • The Referee is a known friend of the other clan.
      If a clan wishes to refuse a Referee they must announce this as soon as the Referee is known. Once the match procedures (server testing, etc.) have started, a Referee can no longer be refused.
    5. If a clan breaks a rule without the Referee noticing, they are still liable for the consequences.
    6. Referees are free to spectate any player during a match.
    7. If there is no Referee available to admin your match, please follow these steps:
      • Go through the server testing procedure as explained in the match rules. In case of a conflict or disagreement, consult a Supervisor.
      • Keep logs of everything that is said on IRC. Sanction: Yellow Card.
      • Send the match result and the screenshots to the Supervisor by email immediately after the match.



  5. Clans and Players

    1. A clan can only use players during a match who are shown on their Allowed Players List. Using a player who is on your APL, but is not allowed to play will result in a Red Card and match forfeit. Using a player that is on your team but not on your APL but would have been allowed to be added to the APL (thus would have no problem going through the new member procedure) the clan will only get a Yellow card and the match result will not be changed.
    2. After the cup has started (registration deadline) every new member in the team is counted as a new player. A maximum of 3 new players can be added during the Cup. Before a player is allowed to play he must be added to APL.
    3. Any player who has legitimately been on the clan's Allowed Players List during the cup (and then subsequently removed) can be re-added immediately provided they haven't played for any other clans since the removal. This player will not count towards the total of 3 new players during the Cup rule.
    4. New player needs to be added at least 24 hours before the match start time. If a player is added less than 24 hours before the match start time, then the opposing team needs to approve the use of the player.
    5. A player IS NOT ALLOWED to play for more than one team during the tournament.
    6. Any attempt by a clan to deceive the Supervisors by letting a player fakenick, or providing deliberately false information (including faking match scores) will result in the clan being removed from the cup. Additionally any players involved in the match may be banned if it can be proven that they were aware of an attempt to break the rules. If this attempted deceit occurred in the last week of group matches or later then the player(s) will also be banned from the next cup season.



  6. GUIDs

    1. GUID's are unique identifiers used in games to recognize players. Examples: SteamID, PB guid, CoD2 guid, UT2004 guid, SLAC ID, UAC User ID and Xbox Live Gamertag.
    2. Every player must register their GUID on the GUID page before they play any matches.
    3. Only the last entered GUID (the one you can see on your account's page) in the changelog will be considered as valid to play with. An incorrect game account may lead to punishment for the player or a rematch being given. If there is sufficient evidence that a player in question indeed played the match or if the Supervisor of BCSL explicitly allowed it beforehand, a protest for a rematch will not be admitted. Penalties may still be given in either case.



  7. Group Rankings

    1. Group raking is primarily decided based on the number of points that a team has acquired during the season. Teams will earn 100 points for winning a match, and 50 points for drawing a match. If two or more teams are on equal number of points the following ranking priority will come into effect:
      1. Result(s) of the matches between the tied clans.
      2. Round difference from the matches between the tied clans (e.g. 20/10 - round difference is 20 - 10 = 10).
      3. Number of total rounds won which are shown on the ranking page (e.g. for 70/20 won rounds are 70).
      4. Least number of forfeits/noshows.
      5. If clans still can't be separated, a decider match or matches have to be played, in an attempt to separate the teams in question. In special cases, the Cup Supervisor can rule on a different way to determine the order in an unsolvable tie (e.g. coin toss).
    2. A forfeit loss corresponds to a loss of all rounds. A no-show is regarded as a forfeit loss.
    3. A clan that forfeits a group match for the second time will be removed from the Cup.
    4. If a clan leaves the cup with only one match to go, then the last match will be considered a forfeit loss and all the clan's matches will count for the ranking. This rule does not apply however to clans that had already forfeited a match or that had won or lost all their previous matches.
    5. If a clan leaves the cup after having qualified for the playoffs, it can be replaced by the clan ranked below it in its group.



  8. Wildcards

    1. Each clan is given 1 wildcard, which can be used to cancel and reschedule a planned group match, for whatever reason. Clans are strongly advised to cherish their wildcards until they really need them because of bad luck (e.g. connection problems). Using the wildcard lightly and then losing a later match because of real problems would be a painful way to be eliminated from the cup.
    2. The wildcard can be used up until the match start time as shown on the .
    3. A wildcard used against a clan that later quits the cup is not restored.
    4. Clans that try to use their wildcard and don't have any left might be punished. It is not the cup admins responsibility to check whether a clan already used all of its wildcards.
    5. When a Wildcard is used, the clans have to reschedule the match immediately to one of the days into the same or the following matchweek of the original match date, and inform the supervisor. If no agreement is communicated to the Supervisor within 48hrs of the original match time, he may force the match to be played as he sees fit.
    6. Wildcards can not be used for playoff matches. A playoff match can only be postponed by decision of the supervisor. Problems that affect only 1 player will never be sufficient reason to postpone a playoff match.



  9. Cheating and Abuse

    1. ClanBase's cheating and abuse policy applies to this cup.
    2. All programs or files, be they changed game files or new files, that change or edit the game or add to its functionality, or that interact with the game in any way, are strictly forbidden. The use of any forbidden program or file by any clan member during a cup match will lead to the exclusion of the clan from the cup and a ban according to the general cheating and abuse policy. The use of such program or file outside the cup may lead to the same sanction.
    3. Programs that do not interact with the game in any way are allowed, even if they can be used and operated simultaneously with the game. Voice communication programs are examples of such programs.
    4. Freelancing (playing for 2 different clans at the same time or as 2 different players, even when having both accounts linked), is not allowed. All matches where the freelancer has played will be turned into a forfeit loss. The freelancer will be banned from the cup and will receive a temporary 3 months ban from all BCSL Cups. In case of a returned freelancer, he will receive a further ban. In case a freelancer has 2 different unlinked accounts, his newest active account will be deleted and the other one banned. This may also lead to the exclusion of the clans involved from the cup.
    5. Any attempt to mislead a referee or a supervisor will be handled according to ClanBase's Abuse policy.
    6. If a player or clan is caught cheating after a cup is finished but before prizes have been handed out, BCSL reserves the right to withhold the prizes.
    7. Any sort of map bug exploiting is strictly forbidden and will result in 3 rounds deduction from the offending team. Due to a lot of questions, we list a few here:
      • It is not allowed to defuse the bomb trough solid object (e.g. wall or box)
      • Silent plant is not allowed (e.g. planting inside a wall)
      • Flashlight defuse (making flashlight sounds while defusing) is not allowed
      • Abusing flashbang and/or HE grenade bugs is not allowed and it will always result in punishment
      • Moving through walls, floors and roofs is strictly forbidden. This also includes skywalking
      • Sitting or standing on invisible map edges is not allowed ('pixelwalking')
      • Intentional use of the console command 'kill' is NOT allowed
      • It is allowed to boost with several players except to disallowed places
      • Boosting is not considered a bug
      • Highplanting is allowed
      • Buying and using multiple grenades is not allowed. Player is only allowed to buy 1 HE grenade, 1 smoke and 2 flashbangs.
      • Throwing grenades/flashbangs/smokes across walls in maps is allowed (f.e. on de_dust2)
      • Here are some examples of allowed/disallowed places:

    8. For situations not covered by the rules, the Supervisors will together make decision based on the spirit of the existing rules and in the interests of justice.



  10. Changes and Exceptions

    1. These rules are subject to change at any time. Changes made after the start of the season will always be reported on the cup page. All clans are expected to know all the rules; not knowing them is no valid excuse for not following them.
    2. Any issue that affects a Cup Supervisor's own clan may not be handled by that supervisor. It must be handled by the other supervisor.

  11. Player Settings

    1. EAC Anti-Cheat is mandatory for all players to use for the full duration of all matches without exception. If a player cannot use EAC Anti-Cheat then they are not allowed to take part in a match.
    2. Every player must use following settings (CVARs):

      • binding „+duck“ to mouse wheel is strictly forbidden
    3. Every player has to use 32-bit colors.
    4. The following scripts are legal:
      • buy scripts
      • weapon switch scripts
      • demo scripts
      • DuckJump script

      • All other scripts are illegal, especially if they provide a gameplay advantage (bug use, no recoil, bunny hop, multiple-ducking etc.). The usage of +graph/-graph is also not allowed.
    5. Custom files (except Steam skins) are illegal. Steam skins are skins that only change the Steam layout or the console. Changing models, crosshairs, the HUD, the scoreboard or any other files is illegal and results in the match being replayed (except for custom scoreboards).
      Custom files also include CS:CZ models. You can download the official Counter-Strike 1.6 models here.
    6. Other values can be changed as long as they do not result in an unfair game play advantage that is comparable to a cheat.



  12. Server Settings

    1. All matches must be played using the BCSL Server settings. You can download the server settings here. The server host is responsible for the correct config on the server. Checking the server settings is both clans' responsibility. Once a match starts both teams accept the server and its settings.
    2. It is not allowed to change any server settings after the match has started without both clans agreeing to it.
    3. All matches are to be played with the following settings:

    4. Server used in the BCSL must have a minimum of 2 spectator slots available (1 for HLTV and 1 for BCSL admin)



  13. Match Rules - General

    1. Group matches are predefined by the roster.
    2. The maplist for this cup is:
        de_inferno
        de_nuke
        de_train
        de_tuscan
        de_dust2
    3. All matches will be played using the Maximum Rounds system (MR rules).
    4. Players always have to be easily identifiable to cup admins, opponents and spectators. Therefore, players must use easily identifiable nicks which are the same as (or very closely resemble) those registered on their Allowed Players List. If an admin cannot do his job properly because of wrong nicknames, the players concerned will be punished with: yellow card.
    5. It is mandatory for all players to record point of view (POV) demos for the full duration of all matches without exception.
    6. If a team wishes to accuse a player or players of another team of cheating in a BCSL match than a timetable based on the HLTV demo for each half for each player must be submitted in a protest within 48 hours of the match start time.

        Each timetable must contain:
          Name of demo
          Player name and type of suspected cheat/hack (wallhack, aimbot...)
          Specific times in the demo which look suspicious, along with a reason for each (I.e. why it cannot have been coincidence, luck, hearing or skill)
        If the HLTV demo is not available then the point-of-view demo is used.



  14. Match Rules - Groupstage


    1. Groupstage matches are played on one predefined map by the roster.
    2. Knife round is played to determine the sides.
    3. Draws are allowed in groupstage.
    4. The match ends when all 30 rounds have been played. If one team leaves the server before all 30 rounds have been played it means that they have forfeited all the remaining rounds on the map.



  15. Match Rules - Playoffs


    1. Playoff match is played using a Best of Three (BO3) system.
    2. Higher ranked team during the groupstage is named team1 during the map selecting procedure, while the lower ranked team is named team2.
      • Team1 removes 1 map from the map pool
        Team2 removes 1 map from the map pool
        Team1 chooses 1st map to be played
        Team2 chooses 2nd map to be played
        The map that remains is the map that will be played as the 3rd map (if needed).
    3. Only mapwins count. Ties are not allowed. If the map is tied, it will go into 'overtime': the tied map will be played again, with 2x3 rounds instead of 2x15 and with mp_startmoney set to 10000. This will be repeated until there is a winner.
    4. Knife round is played to determine the sides on every map.



  16. Roster and Scheduling

    1. A predefined roster determines which match must be played in which week. Group matches are to be played in the week specified in the roster. However if both clans request it, a match can also be scheduled on the Monday of the next week.
    2. The exact match date and time must be arranged by the clans before the exact scheduling deadline which is Sunday midnight CET for the following matchweek.
    3. To challenge your opponents, use the Roster page. To accept a challenge or make a counter challenge, use the Pending page. A challenge that was accepted can still be rescheduled until the scheduling deadline.
    4. Any scheduled match, be it scheduled by the clans themselves or by the supervisor, can only be rescheduled if both clans agree on a new date/time. If one of the teams doesn't agree to reschedule the match it will require a wildcard being used to reschedule the match.


    Match Proceedings


  17. General

    1. Matches should be played 5on5, but if either side is missing a player the match can be played 4on5 or 4on4.
    2. If a match is interrupted (server crash) within the first 3 rounds of play, then the match will be restarted. If the match is interrupted after the first three rounds have been completed then the match should be continued where it left off, with following configuration:
      • mp_startmoney 5000
      • Remaining rounds should be played.
      • mp_startmoney should be set back to 800 upon change of sides if this has not already happened.
    3. If a player drops before the first kill of the first round, the match will just be restarted. If a player drops after the first kill has been made, then the match will be paused after the round has been decided.
    4. The game will be paused at the end of the round whenever a player overflows or crashes. The pause may last no longer than 10 minutes (enough time to reboot and reconnect).



  18. After the Match

    1. The matchresults can be entered by a Referee/Writer if the screenshots have been sent to him. You always have to send in the results and screenshots to the Cup Supervisors even if a Referee/Writer enters the score for you!
